Street Names:
From my findings, it appears that there are guidelines for determining the term used in naming streets, however it is determined by the governing body of the area.

Developers do get to name new streets, but must use the guidelines provided by the government. One such listing is below:
a. Boulevard Or Parkway: Major thoroughfares which have a landscaped median divider.

b. Avenue Or Road: Major thoroughfare streets with substantial continuity such as major or minor arterials.
c. Street Or Drive: Streets of less continuity such as collector streets which connect residential streets with arterials.
d. Court, Place, Circle, Way, Terrace, Lane, Loop, Trail Or Path: Streets with no continuity. e. Private Streets: Private streets or rights of way are designated Grove, Heights, Point or View.


By definition, a road's main function is transportation, while a street facilitates public interaction.
